Upper Volta Grain Marketing Development Project

This three-year project assisted the Government of Burkina Faso to establish policies and procedures that lead to more efficient grain marketing systems in the Upper Volta region and improve farmer livelihoods. Project activities targeted institutional development of the Upper Volta National Cereals office (OFNACER) through improving the organization's operational and management capacities.

Technical assistance included:

  • Forming a statistical planning unit within OFNACER;
  • Developing techniques to help the planning unit collect production,
    marketing, and consumption estimates and estimates of grain trade;
  • Establishing an audit office within OFNACER;
  • Forming inspection teams to monitor government grain stocks across
    the country;
  • Advising technical staff on improved statistical gathering and reporting methods;
  • Performing lavational studies for optimum placement of grain warehouses;
  • Establishing and maintaining monthly reporting cycles to track financial
    accounting operations;
  • Providing services for improved transportation and communications; and
  • Trained local staff in planning and financial accounting procedures.
