Evaluation of Natural Resource Management Project - Phase II

The evaluation scope of work called for a comprehensive external review of the
CAMPFIRE Programme and documentation of USAID support to it. The program
is complex, and its implementation involved a partnership of government agencies
and non-governmental organizations that assist rural communities and community-
based organizations. The evaluation team provided the following services:

  • Assessed the project's responsiveness to the findings and recommendations
    of the last project evaluation;
  • Documented USAID-funded contributions to Zimbabwe's Communal Areas
    Management Programme for Indigenous Resources (CAMPFIRE);
  • Assessed the performance of each of the implementing partners in fulfilling
    their respective roles and impacts achieved to date from this assistance;
  • Addressed certain key policy, planning, management and implementation
    issues; and
  • Recommended revised implementation approaches and arrangements for
    improving the project's achievement and impacts and the prospects for the
    long-term sustainability of CAMPFIRE initiatives.
