Collaborative Action on Workplace Conditions in China

This project seeks to improve labor conditions in China through an innovative
company-led approach to adopting and implementing best practices in the
supply chain in three areas: health and safety, wage and overtime violations
and HIV/AIDS prevention
.

This grant, corresponding to the planning phase of the project, is for the formation
of the China Action Program ("CAP") "area teams" to accommodate the needs and
support the work of each CAP. The planning stage will culminate in a "launch" event
to be held in China, which will involve senior USG and PRC officials as well as
companies participating in each of the follow-on programs. The three key program components are:

  • CAP-safety. Project partners will recruit at least three leading US corporations
    who will receive guidance from well-matched non-profit partners to discuss and
    implement monitoring techniques, safety programming and motivations for
    safety compliance in participating companies' supplier factories while drawing
    on each parties' expertise.
  • CAP-problem solving. This program will rely on a coalition of multinational
    corporations, US and Asian professional associations, and university faculty to
    research and develop ways to identify and prevent "violation precursors" which
    are theorized to pressure factory managers to compromise workers rights.
  • CAP-AIDS. This program will focus on the impending AIDS crisis in urban
    factories through forming a China Business Coalition on HIV/AIDS made up
    of multinationals with previous experience fighting the spread of HIV/AIDS.
