Global Suppliers Institute II - Workplace Conditions in China
Funding source: US Department of State

As part of the Global Suppliers Institute, this project is a follow on to the
Collaborative Action on Workplace Conditions in China (CAWCC) project.
The project seeks to improve labor conditions in China through an innovative
company-led approach to adopting best practices and implementing those
best practices in the supply chain in three areas: health and safety, wage
and overtime violations and HIV/AIDS prevention. This project has two major
phases to be implemented over two years - this grant is for Phase Two of the
project. This grant will cover activities over 18 months that will be dedicated to
establishing a training institute in global supplier issues in safety, health, and
problem solving common to the overall suppliers in China. The programs
are as follows:

  • CAP-safety. SECID and the Kenan Institute of Private Enterprise (Kenan),
working with leading US corporation will discuss and implement monitoring
techniques, safety programming and motivations for safety compliance in
    participating companies' supplier factories.
  • CAP-problem solving. This program will rely on a coalition of multinational
corporations (MNC), US and Asian professional associations, and university
faculty to research and develop ways to identify and prevent "violation
precursors" which are theorized to pressure factory managers to
    compromise workers rights.
  • CAP-AIDS. This program will focus on the impending AIDS crisis in urban
factories through forming a China Business Coalition on HIV/AIDS by
partnering multinationals with previous experience in the fight against AIDS
    with Chinese corporations.

The project has three long-term goals:

  • Improving health and safety conditions in factories in China.
  • Increasing compliance with international labor standards and Chinese law
in the areas of overtime and wage violations.
  • Increasing the visibility of corporate social responsibility efforts of U.S.
multinationals in China as well as expose Chinese companies to corporate
social responsibility more generally and encourage those companies to adopt
practices that will improve labor conditions and contribute to the reduction of
    HIV/AIDS in China.
