Evaluation of Humanitarian Response and Rehabilitation Program

SECID completed an evaluation of USAID/India and USAID/OFDA's humanitarian response and rehabilitation program in response to an earthquake in Gujarat State, India. SECID provided the eight-person evaluation team including the team leader
and a design engineer from the US along with 6 local data collection staff. The
earthquake affected 15.7 million individuals and caused $450 million in
infrastructure losses
. The evaluation focused on two components:

  • Examination of USAID's rapid response program that provided $9 million
    in emergency assistance grants implemented by DART, CARE, WHO, UNDP,
    Catholic Relief Services (CRS), World Vision International (WV) and DOD;
  • Establishment of a long-term earthquake recovery launched through a new
    Special Objective, the Gujarat Earthquake Recovery Initiative (GERI). This
    program addressed the longer-term rehabilitation and reconstruction efforts
    through an additional $8 million of grants provided to CARE and Catholic
    Relief Services, among others, to rebuild homes, community centers,
    schools, and re-instituting critical child survival and health services.
