Evaluation of USAID India's Energy Conservation and Commercialization Activity (ECO) and The Energy Partnership Program (EPP)

Under a task order assigned through the monitoring and evaluation IQC, the
USAID Mission to India sought the evaluation of the ECO and EPP projects.
Working with The Mitchell Group, SECID fielded a two-person team to implement
the evaluation. Both long-term projects were major components of the Mission's
Energy Program. Elements of the evaluation included examination of projects:
- Relevance
- Effectiveness
- Efficiency
- Impact
- Sustainability
Consultants were requested to provide guidance relating to future funding
levels and priorities for future energy related programming. SECID provided
the Mission with an in-depth report concerning the status of both projects and
provided an assessment of future program needs for improvements in energy
sector management.
Consultants provided several recommendations to Mission staff, including the
development of:
- Energy training facility;
- An energy-focused think tank;
- Strengthen the Energy Consumer Laboratory;
- An energy experts database; and
- An India Energy Efficiency Association.
