Mapping and Analysis of Good Practices and Local Capacities

UNICEF selected SECID to design and implement a series of analyses to provide the Government of Indonesia and various donor organizations with information regarding best practices and existing capabilities in the basic education system. There will be two primary activities: information collection and data analysis.
                
Information collection will be completed at the national, provincial, district and selected local areas. Information collected will allow stakeholders to gain a clear understanding of the best practices and variance in quality of instruction in selected locations. These efforts will allow the Ministry of Education and policy-makers to improve the functioning of the basic education system country-wide.

Analysis will focus on providing stakeholders with interpretations of the information collected, and will focus on regional variation in teaching quality and capabilities. Project staff and partners will analyze the data and information collected paying particular attention to: cost effectiveness, quality improvement in education processes and outcomes, and the Minimum Service Standards and Obligatory Functions set forth by the Indonesian Ministry of Education. Results of the analysis will help the Ministry mainstream and disseminate the identified best practices throughout the country.

Specific activities will include:

  1. Developing a research design and instruments for data collection and analysis;
  2. In collaboration with local partners, guide, supervise, and train a team of research assistants to conduct mapping of good practices and local capacities in the sample and target districts;
  3. Collect data and information on good practices and local capacities in the sample districts, and on local capacities in the target districts at the school and district level;
  4. Analyze data and information on good practices and local capacities, including the capacity gaps in target districts; and
  5. Prepare a succinct, yet comprehensive report on the mapping analysis, treatments/ interventions to address and improve the capacity gaps in the target districts.
