In April 1996, the largest delegation of Vietnamese education officials to visit
the US completed an extensive tour of US universities and educational institutions.
The goal of the Vietnamese delegation was to observe a variety of US universities,
at both the system level and the institutional level. At the system level, the
delegation focused on organizational structures, governance and accountability
issues, and financial management systems; at the institutional level, they focused
on curriculum development, facilities planning, student life, academic administration,
strategic planning, and relationships with end users and the local community.
Participants used the information gathered during the tour to guide the overall
reform of Vietnam's higher education system.

The tour was initially conceived by SECID and the Ministry of Education and
Training (MOET), who developed a Memorandum of Understanding in which
each party agreed to work collaboratively to strengthen linkages between
universities in the US and Vietnam. The Ministry's representatives wanted to
focus on how US universities interact with the public and private sectors. As a
result, several SECID member institutions were among those selected for
visitation, since they serve their respective states under the Land Grant model,
serve diverse student populations, and provide their graduates with business and
technical skills.

The visit provided a solid foundation for improving their university system and,
by extension, their nation's human resource capital. As a follow up, SECID
conducted in-country seminars on academic accreditation designed to familiarize
MOET officials with the accreditation process for US universities. The officials
planned to utilize this information in designing an accreditation process for
Vietnamese institutions of higher education.
