Environmental Policy and Institutional Strengthening II (EPIQ) IQC

In October 2003, PA Consulting Group (PA) was awarded one of the three
Environmental Policy and Institutional Strengthening (EPIQ II) Indefinite Quantity
Contracts. SECID has entered into an agreement with PA to provide up to $9 million
of services under this IQC. EPIQ II is a vehicle for USAID Missions to
access environmental policy, institutional strengthening and related services
to support the development and implementation of environmental policies and
programs in both urban and rural settings. Technical areas of work under the
EPIQ II IQC will focus on but not be limited to:

  • Environmental policy support -- priority setting and strategic planning,
    policy analysis support, policy dialogue (consensus building and design),
    policy implementation support, policy evaluation support, and dissemination
    of policy knowledge and research;
  • Multilateral environmental agreements - natural resource management
    related issues, human settlements, and other emerging issues;
  • Global climate change;
  • Public-private partnerships;
  • Institutional development-human resource development, sustained
    financing/grant making capacity, and institutional strengthening;
  • Linking environment and economic growth; and
  • Policy program management and support.
